Schools verbally banned from spending grants issued under PFMS

Chandigarh, 19 January:- The ban imposed by the Punjab government, which claims to be an education revolution, on spending grants issued under Samagra on the PFMS (Public Financial Management System) portal through verbal orders has blown away this claim. Punjab Giving detailed information in this regard, Democratic Teachers Front Punjab State President Vikramdev Singh, General Secretary Mahinder Kaurwali and Finance Secretary Ashwini Awasthi said that the Punjab government has banned the grants issued under Samagra Education Scheme for all senior secondary, high, middle and primary schools from January 8 through verbal orders. 
Through these verbal orders, school heads have been prevented from generating PPA (Print Payment Advice) till further orders. The leaders said that a ban has been imposed on spending grants issued under the scheme like library room, additional class room, science room, bathroom and other under-construction works, school grant, NSQF (National Skills Qualifications Framework) etc. 
All the school heads have spent these grants on their own, but due to this unannounced ban, they are facing mental distress due to non-payment and due to this, the development of the school is being badly affected.
The leaders said that last year also, a ban was imposed through verbal orders and in the last days of March, this ban was lifted and orders were given to make immediate payments due to which the school heads had to face problems in making payments due to the portal becoming very busy and the same thing is being repeated again.
 In this way, unnecessary interference is done in spending grants within the given time and the school heads are mentally harassed for the delay caused due to that interference. Therefore, the leaders demanded that full time be given to spend any grant properly and no verbal restrictions should be imposed during this time.
