Salary issue for newly appointed GroupD employees

Chandigarh, October 16 - The Haryana Government has issued strict instructions to all departments to release the salary of Group-D employees appointed under the Common Cadre on time. These employees were selected through the history count 01/2023, who have taken charge in various departments on or after August 28, 2025.
A letter issued by Chief Secretary Mr. Anurag Rastogi has said that some newly appointed Group-D employees who joined various departments as per the appointment orders dated August 28, 2025 have not received their salary till now. Taking this seriously, the government has directed that all pending salaries be released immediately from the current date of their joining, so that the employees do not face unnecessary hardship.
It is noteworthy that these employees were disciplined by the Haryana Staff Selection Commission on July 2, 2025, after which they were appointed under the common cadre in various departments. The Chief Secretary has clarified that delay in the process of preparing salary bills is not acceptable under any circumstances, as it directly affects the interests of the newly appointed employees.
The Chief Secretary has also directed that all departments should enter the details of their employees on the HRMS portal as soon as possible, as the e-billing system relies on these data to prepare salary bills.
In matters related to the National Pension System (NPS), the government has clarified that only two months of salary can be released without issuing PRAN. After this, PRAN is necessary for the release of salary.
All departments and drawing and distribution officers have been instructed to strictly follow these orders. Also, confirmation of salary payment should be sent to the Chief Secretary's office.
