Only 20 appointments per day for property registration in Haryana

Chandigarh, July 3:- The Haryana government has taken a major step with an aim to streamline the process of property registration and eliminate delays in it. The state government has limited the number of daily registration appointments for each registration office at the tehsil and sub-divisional level to a maximum of 20 tokens per office. This new token-based system has come into effect in the entire state from July 2, 2026.
Dr. Sumita Mishra, Financial Commissioner, Revenue and Disaster Management Department, has informed all the Deputy Commissioners about this revised system and directed them to implement it strictly.
She said that under this new system, 20 tokens will be allotted to the office of the District Revenue Officer-cum-Joint Sub-Registrar in each district headquarters tehsil on a random basis every day. Similarly, 20 tokens will also be issued to the office of the Sub-Divisional Magistrate (Civil)-cum-Sub-Registrar at the sub-division level on a regular basis on a random basis every day. However, there has been no change in the existing arrangement in the sub-tehsil offices and it will continue as before.
Dr. Mishra has clarified that these tokens will be generated on a daily and random basis, the main objective of which is to eliminate bias or VIP treatment so that all applicants coming for registration of sale deed and other property documents get equal opportunity. Along with this, strict instructions have been given to the revenue officers to respect every allotted token and ensure completion of the registration process within the stipulated time. These instructions will be applicable to all documents subject to compulsory or optional registration under Sections 17 and 18 of the Registration Act, 1908.
Dr. Sumita Mishra said that this token-based system will make the property registration process more transparent, predictable and citizen-friendly, and will also significantly reduce the huge crowd at registration offices. The reform is also expected to curb the influence of middlemen and agents, who often exploit applicants by promising them early appointments or priority. By implementing limited daily appointments that are generated randomly, the government aims to establish a fair and orderly system where every applicant is treated equally.
