Karnal, October 25: The people of Haryana have been waiting for the establishment of their own capital and High Court for the past 58 years. The next leg of the statewide public awareness campaign, "Make Haryana Abhiyan," reached Karnal today. On this occasion, lawyers and intellectuals from across the state jointly emphasized the need for a separate capital and independent High Court for the state.
Senior advocate M.S. Chopra, speaking at the event, said that 58 years have passed since Haryana separated from Punjab, but the state still lacks its own capital and High Court. He said that this prevents the state's citizens from fully benefiting from judicial and administrative services.
Since the state capital is located at one end of the country, ordinary citizens have to travel long distances to reach administrative work and the High Court, incurring thousands of rupees in toll fees.
Randhir Singh, former Chairman of the Bar Council of Punjab and Haryana, said that Haryana not only needs its own High Court, but also a separate Bar Council from Punjab. He demanded that special provisions be made in the Haryana government's annual budget for the welfare of advocates and that retirement benefits under the Advocates Welfare Fund Act be implemented.
He said that Haryana's High Court is essential for the formation of a separate Bar Council under the Advocates Act. Records show that over 1,425,047 cases are pending in Haryana's district and subordinate courts, while over 450,000 cases are pending in the High Court. It is estimated that over 4.5 million people are affected by litigation. In this situation, separate High Courts for Haryana and Punjab are essential to ensure speedy justice.
Jaiprakash Kamboj, former Chairman of the Consumer Commission, said that unemployment is the most serious problem facing Haryana today. He said that the construction of a new capital will bring massive investment to the state and provide employment opportunities to millions of youth. He added that, like Gurugram, foreign and private investment will open up new jobs in the capital.
