Haryana to seek Uttar Pradeshs cooperation to dismantle illegal sex testing network
Chandigarh, June 16:- The Haryana government has taken the initiative to strengthen inter-state cooperation to make the campaign against illegal sex testing more effective. Taking an important step in this direction, Haryana's Additional Chief Secretary, Health and Family Welfare Department, Dr. Sumita Mishra has taken the initiative to cooperate with Uttar Pradesh under the PC-PNDT Act.
In a letter to Uttar Pradesh's Additional Chief Secretary (Medical Health and Family Welfare), Mr. Amit Kumar Ghosh, Dr. Mishra underlined the shared commitment of both the states towards improving the sex ratio at birth and furthering the objectives of the 'Beti Bachao, Beti Padhao' campaign. He said that coordinated enforcement action and administrative cooperation are very important to eliminate illegal activities that pose a threat to the rights and dignity of the girl child.
Referring to Haryana's consistent and proactive enforcement strategy, Dr. Mishra said that the PCPNDT teams of the state are continuously conducting fake customer operations and raids against the elements involved in invalid gender testing. Between January 2024 and March 2026, Haryana conducted a total of 84 raid operations, out of which 37 were conducted in Uttar Pradesh. This shows Haryana’s firm commitment to take action against the culprits even beyond the borders of the state.
He appreciated the cooperation extended by the administration of several districts of Uttar Pradesh and said that the effectiveness of enforcement operations can be further enhanced with better coordination at the institutional level between the district administration, police and health departments. According to him, such cooperation is very important to ensure successful raids, registration of FIRs, prosecution of the accused and conviction.
Dr. Mishra requested the Uttar Pradesh government to issue necessary instructions to the District Magistrates and Chief Medical Officers of the districts adjoining Haryana so that immediate administrative and police support can be provided to the PCPNDT teams reaching there, if required. He also stressed on the need for constant monitoring and effective prosecution of court cases related to such campaigns, so that the culprits can be punished as per the law. He said that this initiative reflects the Haryana government's 'zero tolerance' policy towards illegal sex testing and its firm commitment to girl child safety. The Health Department believes that strong coordination between the neighbouring states will help in more effectively dismantling the illegal network and further improving the sex ratio at birth.
