Haryana retains its position in digital policing

Chandigarh, October 30 - Setting new standards of excellence in digital governance and citizen-centric policing, Haryana has maintained the top spot in the national rankings for 37 out of 51 months since June 2021. The state has reiterated its commitment to efficient service delivery and technology-based justice reforms by achieving 100 percent score in August 2025.
The 31st State Apex Committee meeting of Crime and Offender Tracking Network and System (CCTNS) and Interoperable Criminal Justice System (ICJS) was held today under the chairmanship of Chief Secretary Shri Anurag Rastogi. The meeting reviewed the state’s technological infrastructure as well as discussed the outline of future innovations.
Appreciating the work of the department, Mr. Rastovi said that Haryana’s digital policing system has set new standards of transparency, accountability and efficiency in governance. He said that the digital policing model of the state is a symbol of a new thinking, which is moving beyond reactive enforcement towards data-based and citizen-centric governance.
Additional Chief Secretary, Home Department Dr. Sumita Mishra said that Haryana Police has achieved 10 out of 10 marks on the Right to Service Dashboard for the services provided on the portal at all times, maintaining exemplary continuity in civil services. Till October 28, 2025, the department has disposed of 75.97 lakh citizen applications through the Saral portal in a timely manner, which is the highest among all departments in the state.
Dr. Mishra mentioned several innovative technological initiatives, including Hotel Visitor Data Survey, Criminal History Survey in IIF-3 (Arrest/Surrender Form) and online registration of missing persons on the Harsam portal. Citizens can now lodge a missing person report in just two minutes from the comfort of their homes. This not only ensures immediate police action but also reduces the anxiety of the bereaved family. Haryana has also launched an AI-enabled and smart monitoring system, which sends real-time alerts to the SHO of the concerned police station if a person with a criminal background stays in any hotel. The system, implemented across the state since July, automatically matches the name, Aadhaar number and mobile number of the tourist with the police record. The country's first such technology-based early warning system has helped in preventing potential crimes in time. With the integration of CCTNS and e-Prosecution Version-2, electronic transfer of draft charge sheets for legal examination has now become possible, eliminating the possibility of manual delays and errors. Now all charge sheets in Haryana are sent electronically to the courts and 100% digital filing has been achieved. Its reliability has been proven with the successful pilot project in Karnal.
The meeting approved the release of Rs. 92.32 lakh for the project ICJS 2.0 approved by the Ministry of Home Affairs under the State Action Plan of Rs. 33.69 crore. This amount will be used to purchase 411 fingerprint enrolment devices, 2489 single-digit scanners and 1688 video conferencing/web cameras. This will modernize every stage of the criminal justice system. Apart from this, the National Crime Records Bureau (NCRB) has also confirmed the sanction of an additional amount of Rs 3.25 crore by the Home Ministry.
The Chief Secretary directed all the departments for the time-bound and effective implementation of these projects. He said that 391 police stations of Haryana are now part of the strong and digitally connected police network of the country.
Director General of Police Mr. O. P. Singh said that Haryana is leading in the country in terms of Mobile Crime Units. Currently, 27 units are operational and 11,071 biometric enrolments have been registered till October 9, which is the highest in the country. These units collect forensic evidence at the crime scene itself, which has improved both the quality and speed of investigation.
Virtual Court Appearance has been started in Karnal under the Justice of the Peace initiative. This has led to reduction in unnecessary movement of police personnel and prisoners and speedy disposal of cases. The department is now working towards implementing real-time dashboard and slot timing system, which will further enhance transparency and efficiency of judicial processes. The meeting was attended by senior officials from various departments including Police, HARTON, NIC, CRID, Home, Prosecution and Jails.
