Haryana on track to become an electronics manufacturing hub
Chandigarh, October 24 – Haryana is taking concrete steps to develop the state as a major hub of electronics manufacturing by attracting investments under the Electronics Component Manufacturing Scheme (ECMS) of the Central Government. In this direction, the state will soon launch new incentive schemes under its ECMS policy in which financial and non-financial incentives will be provided to investors.
Chief Secretary Mr. Anurag Rastogi chaired a high-level meeting here today. The meeting reviewed the strategies for setting up electronics component manufacturing plants in the state to give impetus to the development of the electronics component manufacturing ecosystem.
The new draft ECMS policy proposes several incentives such as reimbursement of capital and operational expenditure, expenditure on green energy projects, capacity building, support for development of research and innovation facilities.
The Chief Secretary said that the state government aims to attract large investments, create new employment opportunities and strengthen the state’s participation in the global electronics value chain. He said that domestic electronics production in the country has been growing at a compound annual growth rate (CAGR) of over 17 per cent since 2015, while the design and component manufacturing ecosystem is still in its infancy. Currently, Haryana contributes about 2.9 per cent to the country’s total electronics exports and supports about 1.3 million jobs in this sector.
Commissioner and Secretary, Industries and Commerce Department Dr. Amit Kumar Agarwal said that various benefits are provided under the ECMS scheme of the Central Government. On the lines of progressive states like Andhra Pradesh, Gujarat and Uttar Pradesh, Haryana is exploring the possibility of providing additional top-up incentives so that the competitive position of the state can be further strengthened.
Chief Secretary Shri Anurag Rastogi directed the Industries and Commerce Department to prepare a detailed plan in this regard and to establish contacts with investors. Under this, bilateral meetings will be held with the 11 applicants who have shown interest in setting up ECMS-approved manufacturing units in the state by November 10.
The Chief Secretary said that the economic climate of Haryana will be both conducive and competitive so that a conducive ecosystem can be developed for setting up advanced electronics component manufacturing units in the state.
Additional Chief Secretary, Citizen Resource Information Department, Mrs. G. Anupama and Director General, Industries and Commerce Department, Mr. Yash Garg along with other senior officials were also present in the meeting.
