Haryana Cabinet approves Draft Teachers Transfer Policy 2025

Chandigarh, November 3 - The Haryana Cabinet, in a meeting held here today under the chairmanship of Haryana Chief Minister Shri Naib Singh Saini, has approved the Draft Teachers Transfer Policy, 2025, which is largely in line with the Model Online Transfer Policy. The proposed amended policy will replace the existing Teachers Transfer Policy-2023.
The objective of the Draft Teachers Transfer Policy, 2025 is to ensure the deployment of teachers and school heads in a fair and transparent manner, respectfully and on demand basis, while protecting the educational interests of students.
Under the new policy, the concept of zoning has been removed, allowing teachers to directly choose any school. Earlier, teachers who had opted for posting anywhere in the state and were later given postings on vacant posts in Morni Hills area or Mewat district, for which no teacher had opted, got a maximum of 10% of basic pay plus dearness allowance (for regular teachers) and a guaranteed amount of Rs. 10,000 per month for guest teachers.
As per the amendment, this provision has now been revised. Teachers who wish to continue working in schools located in Morni block of Panchkula district, Hathin block of Palwal district and Nuh district or opt for posting will now get the higher benefit of maximum 10% of basic pay plus DA (for regular teachers) or Rs. 10,000 per month (for guest teachers), whichever is applicable.
The allotment of vacancies will be decided on the basis of the total composite score obtained by each teacher, which will be calculated out of 80 marks. Age will be the main factor, which will have a maximum weightage of 60 marks. For special categories like women, female-headed households, experts, widowers, disabled persons, teachers suffering from serious diseases and teachers showing improvement in student results, a maximum of 20 marks have been provided for teachers of these categories. In this policy, the marks for couple cases have been removed.
In addition, a provision has been made for deduction of 10 marks for a teacher during the main punishment period. If a teacher is aggrieved by the transfer decisions, he can present his grievance before the competent authority for redressal of his grievances, in case of couple, special five merit marks will now be available to an employee without any commitment on the distance between the posting place of the spouse.
