Haryana 7th largest state in terms of startups Chief Minister
Chandigarh, April 11:- Haryana Chief Minister Shri Naib Singh Saini has urged industrial groups and investors to take advantage of investment opportunities in the state's rapidly developing food processing sector, expanding logistics ecosystem in the National Capital Region (NCR), Electric Vehicle (EV) Park and other sectors.
Addressing entrepreneurs and industrialists from 12 countries and 27 states at the TiECon Chandigarh Summit 2026, Chief Minister Shri Naib Singh Saini said that the state government has created a very conducive industrial environment, where investor confidence increases and entrepreneurs get ample opportunities. He said that the government is continuously simplifying the procedures to promote 'Ease of Doing Business' and 'Ease of Living', with special focus on digital governance, transparency and accountability.
Describing the progress of various sectors in Haryana, Chief Minister Shri Naib Singh Saini said that the food processing industry is expanding rapidly in the country and the state, with about 28,000 units already established. He said that there is still immense potential in this sector. In terms of logistics, he said that Haryana is ranked third nationally and first in North India, where about 57 percent of the geographical area falls in NCR, which is being developed as a major logistics hub. He also encouraged investment in the EV sector, where several incentives and facilities are being provided under a progressive policy.
The Chief Minister said that India is moving from a consumption-based economy to a production and innovation-based economy. Haryana has played a significant role in this transformation. He said that the state, which was earlier known mainly for agriculture and traditional industries, has now emerged as a hub for innovation, startups and technological advancement. He said that under the Haryana Startup Policy, the government is providing financial support, guidance, infrastructure and market access to the youth. Cities like Gurugram, Faridabad, Panchkula and Hisar are fast emerging as startup hubs, especially in the IT, Agri-Tech, FinTech, Health-Tech and Manufacturing sectors. He said that Haryana is currently the 7th largest state in terms of number of startups, with over 9,500 recognized startups, of which about 50 percent are led by women. The state aims to increase women participation in startups to 60 per cent in the next phase.
Shri Naib Singh Saini said that 14 districts of the state and about 57 per cent of the area fall in the NCR, while about 66 per cent of the area falls under the Delhi-Mumbai Industrial Corridor. The state is well-connected by air, rail and road and is a major contributor to India's exports, achieving exports of Rs 2.75 lakh crore in 2023-24.
He also mentioned the major policy initiatives, including the Integrated Mini Food Park Scheme, under which capital grant up to 50 per cent of the project cost (maximum Rs 10 crore) is provided in C and D category blocks. Significant concessions are also being given in stamp duty on purchase or lease of land in industrial areas and parks, including 100 per cent in D category blocks, 75 per cent in C category and 50 per cent in A and B categories.
For the convenience of investors, the Haryana Enterprise Promotion Centre has launched a 'Single Roof Clearance System', through which more than 230 services are being made available on an integrated online portal. In addition, more than 1,100 compliances have been simplified in 48 departments to reduce regulatory burden.
The Chief Minister said that several major infrastructure projects are under progress in the state, including an electronics manufacturing cluster spread over 500 acres at IMT Sohna, an integrated multi-modal logistics hub at Narnaul and an integrated manufacturing cluster at Hisar. In addition, 10 new industrial model townships are being developed across the state by HSIIDC on the lines of IMT Manesar.
The Chief Minister assured investors and entrepreneurs of providing guidance, resources and policy support and said that the government will provide all possible assistance in converting their ideas into successful ventures. On this occasion, he also presented the TiECon Chandigarh Awards 2026.
On this occasion, former Minister Shri Asim Goyal said that under the leadership of Chief Minister Shri Naib Singh Saini, Haryana is touching new heights of development. He said that the state government is extending full support to investors and creating a conducive environment for business and entrepreneurship.
Dr. Amit Kumar Agarwal, Commissioner and Secretary, Industries Department, said that Haryana has emerged as a leading global hub in the field of IT and ITES. He invited investors to take advantage of the investment opportunities in the upcoming industrial area being developed in Barwala, Panchkula.
Meanwhile, TiE Chandigarh President Mr. Puneet Verma, STPI Director General Mr. Arvind Kumar, Director Mr. Shailendra Tyagi and others also expressed their views on the occasion.
