Guidelines issued to ensure transparency of election expenditure in panchayat elections

Una, May 22:- In view of the General Elections of Panchayati Raj Institutions-2026, the necessary guidelines regarding the account of election expenditure and its maximum limit have been issued for the candidates contesting for the post of Zilla Parishad member in District Una. These elections will be held in three phases on 26 May, 28 May and 30 May 2026.
According to the issued instructions, under Rule-92 of the Himachal Pradesh Panchayati Raj (Election) Rules, 1994, it will be mandatory for every candidate to maintain a separate and correct account of election expenses in prescribed Form-44 on a daily basis. The maximum limit of election expenses incurred by a candidate for the post of Zilla Parishad member has been fixed at one lakh rupees.
Also, the candidate must keep all the records, vouchers, receipts and other necessary documents related to the election expenses, so that they can be presented for inspection before the District Election Officer (Panchayat) or the officer authorized by the State Election Commission.
Apart from this, the account of election expenditure will have to be submitted to the District Election Officer (Panchayat) along with the statement of expenditure in Form-45, while the relevant declaration will be attached in Form-46. After this, the said account will be authenticated by the District Election Officer (Panchayat) in Form-47.
The Deputy Commissioner has urged all the candidates to ensure full compliance with the rules and provisions related to election expenditure, so that the election process can be conducted in a transparent, fair and orderly manner.
