FCR conducts comprehensive review of Haryanas paperless registration system
Chandigarh, November 13 – Haryana’s Finance Commissioner, Revenue and Disaster Management Department, Dr. Sumita Mishra today chaired a detailed video conference with all Deputy Commissioners to review the progress and field-level functioning of Haryana’s paperless registration system.
Dr. Mishra announced several major improvements aimed at enhancing efficiency and citizen convenience. He said that the existing five-day turnaround time on applications will soon be reduced to expedite approval and ensure faster service delivery. To avoid accidental loss of data, all filled documents will now be automatically saved for 72 hours before being deleted, while the registration fee will remain applicable throughout the process.
He further said that all the issues raised by the Deputy Commissioners are being resolved immediately by the technical team. He also directed to set up a dedicated help desk in each tehsil and appoint a nodal officer whose contact details should be made publicly available to help the citizens.
Dr Mishra directed all the Deputy Commissioners to ensure uninterrupted internet connectivity in tehsil offices and to resolve server related issues promptly. He stressed that no technical or administrative hurdle should be allowed to hinder this transformative reform.
Terming this initiative as the biggest systemic change in the revenue administration of Haryana, Dr Mishra said that immediate disciplinary action would be taken against any officer found spreading misinformation or obstructing the reform. He reiterated that the paperless registration reforms are irreversible and a decisive step towards transparency and accountability.
To ensure smooth implementation, Dr. Mishra directed all Deputy Commissioners to organize practical test sessions for Tehsil officials, Deed Writers and other stakeholders on a regular basis so that every stakeholder can be fully familiarized with the new system.
Dr. Mishra stressed on the need for extensive public outreach to educate citizens about the workings and benefits of the paperless registration system. He directed that all communication channels – print, electronic and social media – be effectively used to disseminate accurate information, dispel misconceptions and counter rumours.
While reviewing the performance data between November 1 and November 12, 2025, Dr. Mishra said that a total of 5,334 applications were received across the state, out of which 2,110 were approved, 915 applications were in the process of being submitted, 611 were approved by the sub-registrars and 626 were rejected due to documentation or technical errors.
Compared to the previous review period from September 29 to October 31, 2025 - during which only 1662 applications and 1074 approvals were registered - both the applications and approvals have more than doubled, indicating a rapid adoption of the digital platform.
As far as districts are concerned, Kurukshetra topped with 810 applications and 524 approvals, followed by Mahendragarh with 428 applications and 205 approvals, Karnal with 409 applications and 208 approvals and Jind with 384 applications and 131 approvals. Districts like Faridabad, Gurugram and Yamunanagar also recorded a steady increase while Sirsa, Charkhi Dadri and Panipat are expected to improve with the introduction of the new system. Expressing concern over the spread of false information, Dr. Mishra said that some vested interests have spread misleading claims that the paperless system has been discontinued for ten days or that stamps purchased after November 1 will not be valid. He said that all these are false rumours and the system remained fully operational throughout. He said that strict action will be taken against those spreading rumours.
For more complex transactions, the document upload limit has been increased from 10 MB to 50 MB. For government records, only the name of the department will be required, there is no need to provide PAN or Aadhaar details. The mandatory Khasra or Qila entries for HSVP, HSIIDC, HSAMB and Housing Board properties have been removed.
The system now automatically records the presence in GPA cases and supports multiple parties in a single transaction. Apart from this, a block Khasra page has also been launched for the convenience of the authorities and no physical documents will be asked for during downtime.
Dr Mishra praised the proactive approach of the district administration and technical support teams in addressing the ground challenges and maintaining continuous coordination. He assured that the paperless registration system would be fully implemented by the end of November 2025. He said that Haryana’s paperless registration initiative is a major milestone in transparency, accountability and citizen-centric governance.
This reform is changing the way property is managed, making Haryana a role model for digital governance and administrative innovation for the rest of the country. The review focused on assessing the performance at the ground level, addressing operational challenges and ensuring that the systems achieve full stabilization by the end of November 2025.
