District Magistrate issues order to prevent noise pollution ban on soundnoise pollution

Hoshiarpur:- As per the order issued by District Magistrate-cum-Deputy Commissioner Ashika Jain under the powers vested in her under Section 163 of the Indian Civil Protection Act 2023, there will be a ban on any sound pollution/excessive noise making devices, musical instruments and any kind of sound pollution, noise, threat in the district.
This ban will not apply only to firecrackers and fireworks that produce color. Similarly, there will be a complete ban on blowing any kind of pressure horn, different music and any kind of sound pollution, noise, threat, excessive noise in vehicles etc. Only horns prescribed by the government which are free from sound pollution can be blown at the prescribed volume.
Apart from this, there is a complete ban on playing loud and obscene music and songs in any non-government buildings, commercial shops, public places, cinemas, malls, hotels, restaurants and fairs etc.
There will be a complete ban on the use/installation of fireworks/crackers/loud speakers/pressure horns and noise-making devices within a radius of 100 meters of silence zones such as ministries, forests, hospitals, educational institutions, courts, religious institutions or any area declared as silence zone by the competent authority.
Similarly, during special circumstances and occasions, the organizers will not operate loud speakers in religious places/pandals and DJ/orchestra in authorized marriage palaces without the written permission of the concerned Sub-Divisional Magistrate along with the conditions mentioned in the Punjab Instruments (Control of Noise) Act, 1956.
As per the order issued, despite taking necessary approval from the concerned Sub-Divisional Magistrate, the sound limit of loud speakers/DJ/musical instruments/address systems etc. being operated by anyone at any place as per the guidelines issued by the Hon'ble Supreme Court of India has been fixed as the sound standard limit of the concerned place.
Under which it will not exceed 75 dB(A) during the day in industrial establishments and 70 dB(A) during the night, 65 dB(A) during the day in commercial areas and 55 dB(A) during the day in residential areas and 45 dB(A) during the night and 50 dB(A) during the day in silence zones and 40 dB(A) during the night.
The daytime of this restriction means from 6-00 am to 10-00 pm. This order will not be applicable in the case of government machinery and in case of emergency. This order will remain in force till 7th January 2026.
