Development work must be completed before eauctionRight to Service Commission
Chandigarh, January 30:- The Haryana Right to Service Commission, while reviewing an e-auction exercise conducted by HSVP in Sector-77 Faridabad, has clarified that all the necessary development works must be completed before including any plot in the e-auction. The Commission said that this process is very important to ensure convenience and transparency of allotments.
The spokesperson of the Commission said that the common citizens participate in the e-auction process by trusting the government. In such a situation, it is necessary that all the infrastructure facilities and development works are completed on time by the concerned department, so that the allottees can start the construction work without any inconvenience.
During the hearing of the case, the Commission also took note that as per the terms of the allotment letter, the interest on the dues was paid late in case of non-grant of possession on time. The Commission directed the State Officer to pay the interest on the dues, make necessary correction in the date of possession and refund the extension fee collected as per the rules. In this regard, the compliance report has been directed to be submitted by 5th February 2026.
The review of the records related to the e-auction also revealed that the concerned plot was clearly shown, while the land in front of it was in the process of acquisition. The entire information of this matter has been brought to the notice of the Chief Secretary, Government of Haryana, so that necessary administrative corrective steps can be taken.
The Commission has ordered to provide compensation of up to Rs. 5000 to the affected allottee Mr. Manoj Vashishth under the provisions of the Haryana Right to Service Act, 2014, which will be paid by the HSVP within 15 days. Also, the department has been given the freedom to recover this amount from the concerned authorities as per the rules.
The Right to Service Commission assured that in future, the auction will be conducted only after completion of all the development works by the HSVP in the e-auction process and compliance with the guidelines of the Commission will be ensured, due to which the citizens do not have to face any kind of inconvenience or mental distress.
