CM approves Haryana Revenue Training Academy in Kurukshetra

Chandigarh, June 2:- Taking a major step towards modernizing the revenue administration of Haryana and strengthening institutional capacity building, Chief Minister Shri Naib Singh Saini has approved the establishment of ‘Haryana Revenue Training Academy’ in village Umri of Kurukshetra district. The project will be developed on 14 acres of land at an estimated cost of about Rs. 100 crore. The academy will serve as a premier training center for the revenue officers and field level employees of the state.
Dr. Sumita Mishra, Financial Commissioner, Revenue and Disaster Management Department, said that this academy will play a significant role in enhancing the professional capacity of the revenue officers and preparing them to meet the changing challenges of land administration, disaster management and public service delivery.
The decision has been taken after a detailed discussion by the Revenue and Disaster Management Department to identify a suitable location for the academy, which was announced in the Haryana Budget 2026-27. After evaluating several proposals received from Kurukshetra district, the government has selected Gram Panchayat Umri as the most suitable location for the project.
Dr. Mishra said that the proposed location in Umri has several strategic and administrative advantages. Being located on National Highway-44, the land offers good connectivity to all parts of Haryana as well as to neighbouring states. The location is about two kilometres from the Mini Secretariat and Tehsil Complex, which provides easy access to major administrative offices and government departments.
The location of the academy is also close to Kurukshetra city and about one kilometre from the AYUSH University, making it within the rapidly developing educational and institutional corridor.
Dr. Mishra said that the Haryana Revenue Training Academy has been envisioned as a state-of-the-art institution, dedicated to imparting training to Revenue Officers, Patwaris, Kanungo and other field-level officers. The academy will focus on modern land governance systems, digitization of land records, revenue laws, dispute resolution system, land acquisition procedures, disaster management and emerging challenges in public administration.
It is hoped that the institute will emerge as a ‘centre of excellence’ for professional training and capacity building, thereby helping in improving efficiency, transparency and accountability in revenue administration across Haryana.
As the backbone of the state’s administrative machinery, the Revenue Department plays a vital role in land governance, revenue administration, disaster management and delivery of citizen services. In the last few years, the scope and complexity of its responsibilities have increased considerably with the introduction of digital land records, online service delivery platforms and technology-enabled governance systems. Despite these changes, the lack of a dedicated training ecosystem remained a major shortcoming.
Haryana Revenue Training Academy will fill this gap by becoming a world-class capacity building centre, ensuring that revenue officers are equipped with modern knowledge, digital capabilities and practical skills required for efficient, transparent and responsive administration in the digital era.
