Chief Ministers strict instructions to eliminate black spots in Haryana by March2026

Chandigarh, November 20 - Keeping in mind the increasing number of students, Haryana Chief Minister Mr. Naib Singh Saini directed the officials to make more buses available during the morning peak time. The number of buses should be increased as per the requirement and the students should not be inconvenienced by running buses at short intervals. He said that student pass facility should be provided in private buses on the lines of government buses and strict action should be taken in case of any complaint.
Chief Minister Mr. Naib Singh Saini was chairing a review meeting related to road safety at the Haryana Civil Secretariat on Thursday.

Safety of school children top priority
The Chief Minister said that no compromise will be made in the safety of school children. He directed the officials to ensure strict compliance of the rules related to the safety of school children. Officials should ensure regular inspection of safety standards of school buses and GPS system installed in buses.

Eliminate black sports within a certain time frame
The Chief Minister directed all departments to select all black sports present in the state to prevent road accidents and completely eliminate them by 31 March 2026. He said that immediate action should be taken while running this work in mission mode, so that a clear reduction in road accidents can be brought about.

Nodal officer appointed under road accident prevention
The Chief Minister directed that a nodal officer be appointed for the resolution of matters related to road accidents and coordination of departments, who should regularly monitor all matters and intensify efforts to reduce accidents.

Strict monitoring of overspeeding, overloading and challans
The Chief Minister, while taking strict action against overspeeding and overloading, said that speed monitoring should be strengthened with the help of CCTV cameras and those violating the rules would be challaned immediately. He said that carelessness due to high speed is the main reason for accidents, hence immediate and strict action should be taken against it.

Road signs, speed breakers and monitoring of construction works
The Chief Minister directed that speed breakers should be constructed as per the requirement at the places connecting the link road to the main road. He also said that monitoring of road construction works should be done through an app and where contractors are being negligent, penalties should be imposed. He also directed to fill the vehicles immediately, make necessary safety improvements including immediate lighting at dark sports and re-clarify the road signs and markings.
The Chief Minister said that bus queue shelters should be constructed at selected bus stops so that the bus service can be operated properly. He also directed for strict enforcement and awareness slogans against drink and drive to curb drunk driving.
The Chief Minister directed to make it mandatory to install reflectors on all vehicles and said that in view of the foggy weather, a special campaign should be launched on this. He clarified that no fee will be charged from the citizens for installing reflectors and the District Road Safety Committees should implement it seriously.
The Chief Minister expressed concern over the problem of stray cattle being left on the roads and directed the officials to keep all the animals in safe enclosures. He said that there should be a clear reduction in road accidents in the coming times. He expected all the departments to work seriously and expeditiously so that the roads of the state become safer, better and more effective in the public interest.

P. Singh and other senior officers were present in the meeting.
