Sarpanch of Balongi accused of embezzlement under section 20 of the Panchayati Raj Act, demand to register a case

Balongi, April 10 - Advocate Daljit Singh Punia, Kesar Singh and other residents of Balongi village adjacent to Mohali have accused. That on the basis of the complaint filed against Sarpanch Bahadur Singh of the village under Section 20 of the Punjab State Panchayat Act and allegedly for taking legal action related to embezzlement, even after the District Attorney after the Block and Panchayat Officer gave an opinion against the Sarpanch.

Balongi, April 10 - Advocate Daljit Singh Punia, Kesar Singh and other residents of Balongi village adjacent to Mohali have accused. That on the basis of the complaint filed against Sarpanch Bahadur Singh of the village under Section 20 of the Punjab State Panchayat Act and allegedly for taking legal action related to embezzlement, even after the District Attorney after the Block and Panchayat Officer gave an opinion against the Sarpanch. No action is being taken against Bahadur Singh. On the other hand, Bahadur Singh, Sarpanch of Balongi village, has described the allegations of embezzlement as completely baseless and said that the government is plotting to trap them by not completing the records, against which the petition filed by them in the honorable Punjab and Haryana High Court and the honorable court. The government has been asked to take necessary action in four weeks.

Advocate Daljit Singh Poonia, Kesar Singh and other residents of Balongi said that the complaint was found to be true in the report given by the Block Panchayat and Development Officer to the District Development and Panchayat Officer. The District Development Officer said in his report that during the tenure of the current Sarpanch in Panchayat Balongi, approximately 2 crores of rupees have been spent, but neither the utilization certificates have been issued nor the complete calculation of the amount spent. The records of the panchayat were presented to this office, during the study of which the facts regarding large-scale embezzlement in the records have come to light. In this regard, while issuing a notice to the Sarpanch, he was asked to present his side through the office's letter 5375 dated 22/12/23.

The complainants said that in the absence of any action in this matter, the information obtained by them under the Right to Information revealed that the District Development and Panchayat Officer had written a letter seeking the opinion of the District Attorney after investigating the entire matter. On which the District Attorney has written that if the report of BDPO and District Development Officer regarding the tampering with government records, forgery and financial loss caused to the government by Sarpanch Bahadur Singh of Balongi, if it is based on the correct facts, then the Sarpanch has come against the Sarpanch. It is an offense under Sections 409, 420, 465, 467, 488 and 471 of the PC. The complainants said that after this, the DDPO had written a letter to the BDPO asking SSP Mohali to write a letter to take action against the sarpanch in this regard. However, no action has been taken against Sarpanch Bahadur Singh of Balongi in this regard. They demanded from SSP Mohali that legal action should be taken against Sarpanch Bahadur Singh immediately. Jarnail Singh, Sarwan Lal, Manjit Singh, Rampal Chaudhary and Gursevak Singh were also present on this occasion.

When contacted in this regard, Sarpanch Bahadur Singh of the village said that all the allegations leveled against him are false. He said that when the panchayats were dissolved, the government asked them for the records, to which they said that the records are incomplete now and are going to be uploaded. In which he was told that as many records as there are should be deposited in the office, the record will be completed automatically, after which he deposited the records. He said that the record was kept like this for four months and it was not completed. He said that the difference in the amount is coming due to the non-record of payments, on the basis of which the other party has complained against him. He said that he had filed a petition in the Punjab and Haryana High Court regarding the demand to complete the record, on which the honorable court has ordered necessary action within four weeks.
