Patiala 05 December 2025:- The fourth grade employees in government and semi-government departments, under the banner of Class Fourth Government Employees Union Punjab (1680), after paying homage to Baba Saheb Dr. Bhim Rao Ambedkar Ji in a large gathering here at the District Administrative Complex, under the slogan of “Study, Join and Struggle”, demanded that the Central and Punjab Government turn a blind eye to the demands of the employees-laborers and workers in the Dalit society, not giving equal pay for equal work and not implementing the decisions of the High Courts, regular appointments of the services of raw employees including contract, outsource, daily wages, part-time employees and male and female sanitation workers, sewermen etc. who have been working in the Municipal Corporations, Municipal Councilors, Municipal Councils for a long time. The policy of initiating the process should not be issued despite the decisions of the Hon'ble High Courts, the contractual system should not be abolished, the old pension should not be restored, dearness allowance should be issued and arrears should be paid, outsourced recruitment of class IV employees should be stopped and this recruitment should be done in full pay scales, the scheme employees in Punjab should be applied to the pay scale and allowances recommended by the Pay Commissions, mid-day meal workers should be brought under the ambit of minimum wages, the decision to recruit cleaners in government schools at Rs 3000 and watchmen at Rs 5000 per month should be withdrawn and the pay scale should be applied to them, the promotion and test condition of class IV staff should be abolished and promotions should be made on the basis of seniority, the posts abolished during the restructuring of institutions should be revived and promotions should be started in various departments including animal husbandry, the Rs 200 development tax should be abolished and higher education should be introduced. Two dozen demands including giving two additional increments to eligible class IV employees, withdrawing the decision to take away the additional increment given to class IV employees in 2011, etc., were submitted in the form of a memorandum to the Chief Minister, Chief Secretary and Health Minister and to the Deputy Commissioner.
A separate memorandum was submitted in the name of Health Minister Dr. Balbir Singh Ji. In which it was demanded that the Punjab government rise above the wasteful expenses and construct a modern eye hospital in Patiala dedicated to the 350th martyrdom day in the name of Dhan-Dhan Sri Guru Teg Bahadur Ji at a reserved place in New Power House Colony, Patiala.
A memorandum was submitted to the Health Minister demanding that the “Anti Larva” breeding prevention workers, who have been working for a long time, be kept off for six months in a year and it was also announced that these offloaded workers, about three to four thousand Punjab workers, would continue to hold protests in front of the Health Minister’s private residence from December 15 for an indefinite period.
Among the leaders who addressed today’s gathering, prominent leaders State President Darshan Singh Lubana, Ranjit Singh Ranwa said that it would be noteworthy here that the Honorable Supreme Court had given a decision in 2006 regarding Uma Devi vs. Karnataka State.
Taking the pretext of this decision, the previous governments had stopped the departments from implementing the Regulation Rules 2016, but the Honorable Supreme Court has overturned the 2006 decision in its 2025 decision and said that the Uma Devi decision is now meaningless.
Therefore, the Punjab government should immediately implement the 2016 policy and the current Supreme Court decisions in the department. It was demanded that the labor laws be repealed and the labor code be withdrawn.
On this occasion, Jagmohan Nolakha, Ram Lal Rama, Jagtar Lal, Shiv Charan, Inderpal Walia, Gurcharan Singh, Rajesh Golu, Ram Prasad Sahota, Amarnath, Makhan Singh, Darshan Jodemajra, Balbir Singh, Tirvaini Prasad Tiwari, Rajesh, Kuldeep Singh Raiwal, Mod Nath Sharma, Sunil Dutt, Ram Jodha, Tarlochan Maru, Dharmendra, Tarlochan Mandoli, Gurinder Guri, Lakhvir Singh, Nisha Rani, Kaka Singh, Paramjit Singh, Baljit Singh Bali, Satynarayanan Goni etc. were present.
