The complainant, a resident of Radour, had told the Commission in his complaint that he had disconnected his NDS electricity connection in August 2024 and at the same time had requested that his security amount be adjusted in another running account of his house. But despite repeated applications and visits to the office, no action was taken. Finally, he applied online in March 2025, after which he received information for the first time in July that the amount had been adjusted in the June bill. The complainant had sought compensation for the delay of about 9 months and action against the concerned officer.
The Commission spokesperson said that during the hearing, it was clear that both the account numbers were clearly mentioned in the consumer's application, yet the PDCO of the residential connection was issued by the consumer clerk by mistake. Later, it was not issued nor the amount was adjusted. Finally, the amount was adjusted in April after the online application.
Considering all the circumstances, the Commission has held the consumer clerk responsible for the delay in service and has increased the compensation of Rs. 1,000 under Section 17 (1)(h) of the Haryana Right to Service Act, 2014, which will be deducted from the salary of August and paid to the complainant in September. The Sub-Divisional Officer has been directed to send the compliance report of this order to the Commission by September 10.
