Chandigarh , August 4 - Haryana Chief Minister Mr. Naib Singh Saini, while launching a scathing attack on the Congress, said that despite being in power for 55 years after independence, the Congress has not done any concrete work for the poor of the country and the state . 
During the Congress regime, the poor became poorer , while the double engine government of the Centre and Haryana under the leadership of Prime Minister Shri Narendra Modi has changed the lives of lakhs of people by taking the welfare schemes to the grassroots level .
The Chief Minister was addressing a state-level programme organized in Panchkula today to distribute allotment letters to the beneficiaries of Mukhyamantri Gramin Awas Yojana-2.0 and interim ownership certificates to the beneficiaries under Mukhyamantri Shehri Awas Yojana .
Mr. Naib Singh Saini said that in Haryana, the Congress government only showed dreams in the name of giving plots to the poor people, neither they were given papers nor did they get possession . In contrast , the current state government has fulfilled their dreams by giving papers and possession of plots of 100 yards each to the poor .
He said that Congress' plans never reached the ground level. Announcements were made only when elections were coming . Before 2014, gas cylinders did not reach rural areas . Women used to suffer from wood smoke , but the governments of that time never worried about them . People had to stand in lines for 4-4 days for gas cylinders . 
While Prime Minister Shri Narendra Modi worked to make gas cylinders available in homes through the Pradhan Mantri Ujjwala Yojana to free women from smoke . He said that the state government is providing gas cylinders to poor families for Rs 500. So far 18 lakh families have joined this scheme .
He said that everyone knows what the situation was in Haryana before 2014 . Women had to endure so much pain and bring drinking water from 2-2 kilometers away . But the leaders who ruled for 55 years never understood this pain of women . Prime Minister Shri Narendra Modi has given a great benefit to women by making arrangements for providing tap and clean water to every home .
The Chief Minister targeted the opposition and said that those who ruled for 55 years are now talking about the interests of the poor . They are spreading false propaganda to mislead the public that the Constitution is under threat with Prime Minister Modi coming to power for the third time . While the truth is that the Constitution is completely safe under the leadership of Shri Narendra Modi . 
If there is a threat to anyone, then the Congress is in danger , the Congress is dying . The Chief Minister said that the Congress party should tell what work they have done for the welfare of the people in 55 years . They are only trying to mislead the public by telling lies .
Drawing attention to banking services, the Chief Minister said that there was a time when a poor person could not even open a bank account . They had to bring the signatures of two account holders , who often refused . How much humiliation the poor person had to endure . 
If anyone was responsible for this, it was the Congress party . But Prime Minister Shri Narendra Modi has done the work of giving respect to the poor person today by opening Jan Dhan accounts .
The Chief Minister said that Congress leader Rahul Gandhi, in his press conference, asks questions that Jan Dhan accounts have been opened but who will deposit money in them. It is surprising to hear him say this . 
The Chief Minister, while challenging Rahul Gandhi, asked him to look at the figures of Jan Dhan accounts , in which the poor have deposited their hard-earned savings in the last 11 years . That is the resolve of the poor , which Shri Narendra Modi has honored .
Chief Minister Shri Naib Singh Saini said that the Congress party always made fun of the pain and dignity of women . There was a time when mothers and sisters had to wait for the sun to set for a toilet . This was a serious social problem , but the Congress never gave it priority . 
But Prime Minister Shri Narendra Modi has done a great job of providing relief to women by building toilets in every house . This was not just a campaign to build toilets , it was a revolutionary initiative with the self-respect of women .
Talking about the health sector, the Chief Minister said that during the pre-2014 governments, people were not able to get relief due to financial hardship . This was a very sad situation . The Ayushman Bharat Yojana launched by Prime Minister Shri Narendra Modi and Haryana's Chirayu Yojana have brought relief to the common man . 
Today, every eligible person gets the facility of free treatment up to Rs 5 lakh . So far, 22 lakh people in Haryana have joined this scheme and taken benefit . The government has spent more than Rs 2500 crore on treatment . During the Congress government in 2004, the poor received only Rs 10,000 for house renovation , while today the BJP government is providing assistance of Rs 80,000 .
The Chief Minister, targeting the opposition, said that a leader said that the government is collecting Rs 5,000 crore in the name of cluster rate . This statement is false and misleading . He said that even now there are more than 80 percent areas within the state of Haryana where the collector rate has increased by only 10 percent . There is a process under which the collector rates are renewed every year by considering the highest registry as the basis . But telling such lies does not suit even the opposition .
The Chief Minister said that the lies of the opposition will not last much longer . The people of the state are now aware and recognize the truth . The government of Double Engine is dedicated to the welfare of the poor, women and farmers and this effort will continue in the future as well .
