Labor Party President Jai Gopal Dhiman revealed in the Municipal Corporation Hoshiarpur, which has a disabled system through the Right to Information Act, that the digs are being done in big ways. But the AAP government is pushing on the wheelchair and talking about providing the system to others, condemning it in strong words, he said that if you are disabled yourself, how can you support others.
He said that out of the total 1011 posts in the Municipal Corporation, 493 posts of all types of staff have been kept vacant and what will be the results of keeping about 49 percent vacant?
Due to these vacant posts, the people living in the city are not getting timely services and despite the abundance of taxes, it is not known where the money is going. Dhiman said that the Municipal Act is not being implemented. If all the services mentioned in it are to be provided to the people, then the number of staff will have to be completed. Due to these negligence, the lives of the urban people have been trapped in many problems so that people cannot pay attention to the work of the Municipal Corporation.
He said that the sanctioned posts of General Administration Staff are 57 and out of them 27 are vacant and only 30 are filled and out of them 1 out of Secretary is vacant, 1 out of DCFA is vacant, 1 out of Law Officer is vacant, 1 out of Accountant Grade-2 is vacant, 4 out of Inspector-Senior Assistant are vacant, 1 out of Senior Scale Steno is vacant, 1 out of Cashier-cum-Accountant is vacant, 2 out of Steno-typist are vacant, 1 out of Clerk-cum-Computer Operator is vacant, 2 out of Junior Scale Steno is vacant, 1 out of Telephone Operator is vacant etc.
Provincialized and Non-Provincialized Posts in Engineering Wing (O&M) out of which Superintending Engineer (O&M) 1 out of 1 vacancy, Assistant Corporation Engineer (O&M) 2 out of 2 vacancies, Junior Engineer (O&M) 4 out of 4 vacancies, Junior Engineer (Electrical) 1 out of 1 vacancy, Junior Engineer (Horticulture) 1 out of 1 vacancy, Electrician 1 out of 2 vacancies, Electrical Inspector 1 out of 1 vacancy, Plumber 5 out of 6 vacancies, Pump Operator 10 out of 12 vacancies, Assistant Pump Operator 6 out of 6 vacancies, Meter Reader 6 out of 6 vacancies, Bill Distributor 5 out of 5 vacancies, Fitter 4 out of 5 vacancies, Lineman 5 out of 5 vacancies, Assistant Lineman 10 out of 10 vacancies, Supervisor (Horticulture) 2 out of 2 vacancies, Headmali 1 out of 1 vacancy, Mali-cum-Beldar 24 out of 25 vacant etc. In this wing, 88 posts out of 107 have been kept vacant (82 per cent).

In the non-provincialized posts, 2 out of 2 Surveyors are vacant, 4 out of 4 Work Supervisors are vacant, 5 out of 5 Masons are vacant, 1 out of 1 Carpenters are vacant, 5 out of 5 Mates are vacant, 7 out of 10 Beldars are vacant, 1 out of 1 Driver (Heavy Vehicle) is vacant etc. In this wing, a total of 31 vacancies are available out of 47. In the Town Planning Wing, 1 out of 2 Assistant Town Planners are vacant, 2 out of 4 Draftsmen are vacant, 1 out of 5 Building Inspectors are vacant, 1 out of 5 Kanungo-Patwari is vacant etc.
In Sanitation and Health, 1 out of 10 posts of Medical Health Officer, 1 out of 1 posts of Assistant Medical Health Officer, 1 out of 1 posts of Sanitation Officer, 3 out of 3 posts of Chief Sanitation Inspector, 3 out of 6 posts of Sanitary Inspector, 208 out of 600 posts of Safai Sewak (out of which 199 are regular and 193 are on contract basis) are vacant. 4 out of 10 posts of Sanitary Supervisor, 10 out of 10 posts of Sewer Supervisor, 2 out of 10 posts of Sanitary Mate, 3 out of 70 posts of Sewerman (1 regular and 39 on contract basis) are vacant.
In the fire department, 1 out of 1 ADFO post is vacant, 1 out of 2 FSO posts is vacant, 1 out of 4 SFO posts are vacant, 22 out of 24 leading firemen posts are vacant, 2 out of 25 firemen posts are vacant, 11 out of 15 fire drivers posts are vacant. This is the bad state of the fire system. Police department: 1 out of 1 assistant sub-inspector posts is vacant, 1 out of 1 havildar posts is vacant and only 8 out of 8 constable posts are vacant.
Dhiman said that this is the condition of the municipal corporation of the district where the local government minister himself is from Hoshiarpur city. When no one is paying attention in his district. He said that all kinds of losses are caused due to vacant posts and are happening continuously. That is why transparency and justice in work are disappearing, people are running around the offices.
The responsibility of protecting the lives and property of the people in the city lies with the Municipal Corporation because it also has its own police wing, in which 10 out of 10 posts are vacant. The question arises that who will provide basic facilities to the people? Providing a clean and pure environment in the city is also the job of the Corporation. Who will make all these arrangements? If such negligence continues, then destruction will definitely be seen. The posts that have been kept vacant are the purposeful parts of the wings that provide basic facilities to the people in the Municipal Corporation.
Due to this huge shortage, every corner of the city has become a hell, the roads are dilapidated, and during rainy days, the entire city's garbage can be seen roaming on the roads. Dhiman appealed to the city people to be aware of their basic constitutional rights and raise their voices for reforms in the Municipal Corporation.
