Una, March 5 - Himachal Pradesh State Scheduled Caste Commission Chairman Kuldeep Kumar Dhiman said that Rs 113 crore has been spent in the last 3 years under the Scheduled Caste Development Program in Una district. This amount has been spent on the welfare and upliftment works of Scheduled Caste class through various departments. He gave this information after the district level review meeting held in the District Council meeting room in Una on Wednesday. In the meeting, details of implementation of Scheduled Caste Development Program and Centrally Sponsored Schemes being run for SC class in the last 3 years were taken. The Commission Chairman reviewed the implementation of schemes department wise. Commission members Advocate Vijay Dogra and Advocate Digvijay Malhotra were also present with him in this meeting.
Pulled up for laxity in implementation of schemes-
Kuldeep Kumar Dhiman gave clear instructions to the officers to ensure proper utilization of the budget sanctioned for the welfare of the SC category and also to ensure that every eligible beneficiary gets the benefit of the schemes. He pulled up the departments which were negligent in the implementation of the schemes operated under the SC component and gave them strict instructions to improve their functioning.
Do not underestimate the power of the commission-
The commission chairman warned the officers not to underestimate the power of the commission. Strict action will be taken against the officers who remain absent from the meeting without prior notice. The commission will also keep a close watch on those who are negligent in the implementation of the schemes and strict action will be taken against the officers who are negligent.
Committed to protecting the interests of the exploited and deprived-
Shri Dhiman said that the objective of the Himachal government is to protect the interests of the people of the Scheduled Caste category, the exploited and deprived, to ensure quick solution to their problems and their welfare. For this purpose, the state government has constituted the SC Commission. He said that Chief Minister Mr. Sukhwinder Singh Sukhu and Deputy Chief Minister Mr. Mukesh Agnihotri have taken an important step in the interest of the people of Scheduled Caste category by setting up the Commission office in Una district. He thanked the Chief Minister and Deputy Chief Minister for this.
Benefits of welfare schemes-
He informed that eligible people have benefited from the welfare schemes run for the Scheduled Caste category. Under the Inter-caste Marriage Award Scheme in Una district, assistance amount of Rs 1.38 crore has been provided to 277 beneficiaries in the last 3 years. A loan of Rs 8.47 crore has been made available for education to the students belonging to the SC category through various banks at affordable interest rates. Under the Scheduled Castes-Tribes Atrocities Prevention Act 1989, relief amount of Rs 58.50 lakh has been provided to 127 victims in Una district from 1 January 2022 to 31 December 2024. Loans worth about Rs 40 lakh have been distributed in the last 3 years under skill development and self-employment schemes through Scheduled Caste Development Corporation.
Scheduled Caste cases should be resolved on priority-
The commission chairman directed the police department to resolve the cases of Scheduled Castes on priority. He asked the police to submit a detailed account of the cases related to Scheduled Castes Atrocities Prevention Act and said that especially those cases which have been rejected should be clearly informed about the reasons for the same.
Commission members gave valuable suggestions-
In the meeting, commission members advocate Vijay Dogra and advocate Digvijay Malhotra gave valuable suggestions to make the schemes run for the welfare of Scheduled Castes more effective. He asked the departments to submit timely reports on the implementation of the schemes and called upon the officials to implement these schemes on the ground on priority basis.
During this, Mr. Dogra asked the Scheduled Caste Development Corporation, District Welfare Officer Office, Labor Department and other related departments to organize special camps on education and self-employment related schemes in Scheduled Caste dominated areas in mutual coordination.
Will ensure full compliance of the instructions of the Commission - Deputy Commissioner
In the meeting, Deputy Commissioner Jatin Lal assured to ensure full compliance of the instructions of the Commission and assured that the district administration will work promptly to effectively implement the Scheduled Caste Welfare Schemes on the ground.
The meeting was conducted by District Welfare Officer Anita Sharma. On this occasion, Additional Superintendent of Police Sanjeev Bhatia, Member Secretary of SC Commission Vinay Modi, all SDMs and officers of various departments were present.
