Chandigarh, September 9 - Haryana Chief Minister Mr. Naib Singh Saini, taking the delay in the completion of several projects being run in the state seriously, has directed that all such projects should be reviewed at the level of Administrative Secretaries.
Chief Secretary Mr. Anurag Rastogi, who also holds the responsibility of the Finance Department, has issued a letter in this regard to all Administrative Secretaries, Heads of Departments, Managing Directors of Boards and Corporations, Divisional Commissioners and Deputy Commissioners.
The Chief Secretary has directed that they should conduct a comprehensive review of the ongoing projects and audit matters of their respective departments or institutions. The departments have also been asked to send information on incomplete projects in a prescribed format clearly indicating the financial impact, reasons for delay, accountability and suggestions for early completion.
In another letter, the departments have been asked to submit details of all pending arbitration cases related to construction works. This will include details of the projects, name of the contractor or agency, financial responsibility, arbitration decisions taken in the last three years and their financial impact on the state. Each department will have to attach a brief note approved by the Administrative Secretary, which should clearly describe the seriousness of the matter, possible errors, major concerns and further action plans.
For this purpose, a committee of the Engineer-in-Chief has also been constituted which will review these matters and make appropriate recommendations so that the state can be saved from unnecessary delays and financial liabilities.
