PSPCL implements VDS scheme to regularise unauthorised additional load on agricultural tubewells

Patiala, September 30:- Punjab State Power Corporation Limited (PSPCL) has implemented the Voluntary Disclosure Scheme (VDS) to regularise the unauthorised additional load of agricultural tubewell (AP) consumers. The scheme will remain in force for 45 days from October 1, 2026.

As per Commercial Circular No. 37/2026 issued by PSPCL management under the directions of Punjab Chief Minister Bhagwant Singh Mann, the scheme will be applicable to agricultural tubewell consumers existing as on May 29, 2026. Under the scheme, consumers will be able to regularise the unauthorised additional load existing on their connections as per the prescribed procedure.

According to the circular, the service connection charge for regularising additional load under the scheme has now been fixed at Rs 2,500 per BHP, while the normal rate before the scheme was Rs 6,572 per BHP. Similarly, the security amount has now been fixed at Rs 200 per BHP, whereas the earlier normal rate was Rs 400 per BHP.

As per the orders issued, a consumer can remove the unauthorised load of the agricultural tubewell or regularise it under VDS by depositing the required amount. For self-declaration, the consumer will have to fill Form 1 prescribed for the purpose, and if the process is carried out through another representative of the consumer, the representative will also have to submit an undertaking as per Form 2.

Under the scheme, field officers and enforcement teams will inspect the connections of agricultural consumers, verify the connected load and assist consumers in correctly assessing the unauthorised load. No penalty or load surcharge (fine) will be imposed on the unauthorised load detected during inspection or self-declared by consumers during the VDS period.

Capacity enhancement cases to be settled on first-come, first-served basis

PSPCL has appealed to farmers to avail themselves of the VDS during the prescribed 45-day period and regularise the unauthorised additional load existing on their agricultural tubewell connections as per the rules. Cases related to capacity enhancement will be settled on a first-come, first-served basis. In addition, if enhancement of the capacity of the service line, cable or transformer is required for regularising the additional load, the work will be carried out by PSPCL at its own expense.
