Chandigarh, October 5:- Haryana Public Health Engineering and Public Works Minister Ranbir Gangwa said that acquiring land for road projects is often a major challenge, but Haryana has taken steps towards making the process simpler and more transparent through technology.

On Monday, Minister Ranbir Gangwa shared the experience of the state’s E-Bhoomi model while speaking on the topic “Accelerating Land Acquisition and Leveraging Bhoomi Rashi” on the first day of the two-day national Chintan Shivir ‘Gatishil Se Pragati’ organized by the Union Ministry of Road Transport and Highways at Ekta Nagar in Gujarat’s Narmada district. Union Road Transport and Highways Minister Nitin Gadkari, along with Public Works Department ministers and senior officials from across the country, was present at the camp.

Cabinet Minister Ranbir Gangwa explained how the process of making land available for road projects in Haryana has been linked with an online system. Gangwa said that for the success of any road project, timely availability of land is as important as funding and the construction agency. In Haryana, the E-Bhoomi system is being used in a systematic manner, from determining land requirements to inviting proposals from landowners and completing the subsequent process.

He said landowners can voluntarily offer their land for acquisition. Thereafter, the land records and project requirements are examined. Since the entire process is online, relevant information remains available at one place, making it easier to monitor the progress of land acquisition.

Gangwa said the objective of the system is to simplify the process between landowners and the government. A transparent system provides clarity regarding land acquisition and helps make the required land available for projects on time. He said prescribed procedures are followed in matters related to land prices and purchase. The price quoted by a landowner is not directly treated as final; rather, the matter is considered according to the prescribed rules.


Complete Process Monitored at One Place Through E-Bhoomi


Minister Ranbir Gangwa said that in the E-Bhoomi system, information from the offer of land to registration, payment, possession and mutation is recorded electronically. This brings transparency to the process and also makes monitoring easier for officials. He said Haryana’s experience can also be beneficial for other states. Advance planning for land availability in road projects and the use of technology can help projects move forward on time.


Discussion on Haryana Road Projects with Union Minister Nitin Gadkari


During the Chintan Shivir, Cabinet Minister Ranbir Gangwa welcomed Union Road Transport and Highways Minister Nitin Gadkari. Discussions were also held on issues related to road development in Haryana and the availability of land for projects.

On the first day of the two-day national Chintan Shivir organized at Ekta Nagar, ministers and officials from across the country shared their experiences on various issues related to the road sector. The camp is deliberating on issues such as land availability, project implementation, safe highways, quality and project monitoring.
