Chandigarh, June 25:- Haryana Chief Minister Mr. Naib Singh Saini today reviewed the upcoming five-year roadmap and action plan of ‘Haryana Vision-2047’ by the Higher Education Department at the Haryana Civil Secretariat. The meeting discussed in detail the ongoing schemes, budget announcements and the progress of the Chief Minister’s announcements to make higher education more modern, quality-rich, employment-oriented and in line with global standards.
On this occasion, Education Minister Mahipal Dhanda, Additional Chief Secretary of the Higher Education Department Mr. AK Singh, Principal Secretary of the Department of Future Mrs. Amneet P Kumar, Director General of the Higher Education Department Mr. S. Narayanan, OSD to the Chief Minister and Director General of the Swaran Jayanti Haryana Institute of Treasury Management Dr. Raj Nehru and other officials were also present.
In the meeting, the officials informed the Chief Minister that 22 model Sanskriti colleges of the state are being developed as autonomous institutions. Modern infrastructure, smart classrooms, digital libraries and technology-based education facilities are being expanded in these. The Chief Minister directed that all under-construction college buildings and educational projects should be completed with high quality within the stipulated time frame.
To promote internationalization of higher education, a target has been set to include the state's educational institutions in the top 150 institutions of the National Institutional Ranking Framework (NIRF). For this, collaboration with foreign universities, student exchange programs, research activities and patent culture are being encouraged. The Chief Minister directed to improve the ranking of universities, promote research and innovation and ensure early recruitment to the vacant posts of teachers.
The meeting also reviewed the progress of 'Autonomous AI Digital College'. These institutes to be set up in Panchkula and Gurugram will work on AI-based modern education system. The Chief Minister said that preparing students according to future technologies is the need of the hour. It was informed in the meeting that tuition fees of girl students at the graduate level in government colleges have been waived.
The Chief Minister directed to keep special monitoring on the dropout of students and to reconnect them with the mainstream of education. He also said that scholarship and other assistance schemes should be made more effective so that no student is deprived of education due to economic reasons.
To encourage research and innovation, 100 percent reimbursement of patent registration fee (up to a maximum of Rs. 50 thousand) and a ‘High Education Quality and Research Fund’ of Rs. 10 crore are being set up. Also, work is being done to link NCC, NSS and sports activities with Academic Credit Bank and develop an integrated digital portal for internship, apprenticeship and placement.
The meeting reviewed the progress of various Chief Ministerial announcements and gave information about the ongoing educational infrastructure projects in Rewari, Narnaul and other areas. Meanwhile, classes of the Science Faculty have started in the Government Women's College at Kairu and the new Government College at Ramsharan Majra will be operational from the upcoming session.
The Chief Minister directed to expedite the process of providing scooties to meritorious girl students under the 'Awal Balika Yojana'. The Chief Minister directed the officials to ensure regular monitoring of all the schemes and projects and their time-bound implementation, so that Haryana can be made a leading state in the field of higher education, research and innovation.
