
Anthondaya Parivar Suraksha Yojana (Dayalu-2) implemented in Haryana.
Chandigarh, September 11 - The Haryana Government has implemented the Deen Dayal Upadhyaya Anthondaya Parivar Suraksha Yojana (Dayalu-2) with the objective of providing financial assistance to the residents of the state in case of sudden death, disability and death due to dog bites and attacks by stray animals, animals abandoned by people such as cows, bullocks, bullock carts, donkeys, dogs, nilgai, buffaloes etc.
Chandigarh, September 11 - The Haryana Government has implemented the Deen Dayal Upadhyaya Anthondaya Parivar Suraksha Yojana (Dayalu-2) with the objective of providing financial assistance to the residents of the state in case of sudden death, disability and death due to dog bites and attacks by stray animals, animals abandoned by people such as cows, bullocks, bullock carts, donkeys, dogs, nilgai, buffaloes etc.
The scheme covers all those families who are registered under Family Identity Card (PPP) and whose annual family income is less than Rs. 1.8 lakh as verified in the Family Information Data Repository (FIDR).
Chief Secretary Mr. Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance and Planning Department, has issued a notification in this regard. This scheme will come into effect from the date of notification. The notifications issued before the date of this notification on 25th May, 2023 and 9th November, 2023 shall automatically become null and void 90 days from the date of this notification.
Under Dayalu-2, financial assistance will be provided as per age in case of sudden death and permanent disability of 70% or more. In such cases, financial assistance of Rs. 1 lakh will be provided for children up to 12 years of age, Rs. 2 lakh for 12 to 18 years, Rs. 3 lakh for 18 to 25 years, Rs. 5 lakh for 25 to 45 years and Rs. 3 lakh for those above 45 years of age.
However, in cases of disability below 70%, the amount of assistance will be given as per the percentage of disability as per the provisions of the Employees' Compensation Act, 1923 and shall not be less than Rs. 10,000. An assured amount of Rs. 10,000 will be provided for general injury. In case of dog bite, a minimum of Rs. 10,000 will be given for each tooth mark and a minimum of Rs. 20,000 for each 0.2 cm of skin where flesh has been torn away.
In order to ensure proper implementation of the scheme, a District Level Committee has been constituted in each district under the chairmanship of the Deputy Commissioner. The Superintendent of Police, Divisional Commissioner Officer (Civil), District Transport Officer, a representative of the Chief Medical Officer and Planning Officer or District Statistical Officer have been made members of this committee.
As per the requirement, officers of Panchayat, Forest, Municipal Corporation, Public Works Department, National Highways Authority and other concerned departments may also be included in the committee. This committee will examine the claims and determine their existence and will determine the amount of compensation or assistance within 120 days, taking into account the nature, cause and negligence of the accident, if any. If the accident is caused by a pet, the committee will also give an opportunity to the pet owner to be heard.
Under the scheme, the claim must be submitted on the online portal https://dapsy.finhry.gov.in within 90 days from the date of the incident. Claims submitted after the specified time will not be accepted. The claim must be accompanied by a photocopy of the death certificate, FIR and DDR, hospital records, disability certificate and proof of injury in the form of photographs and other necessary documents.
The assistance amount will be transferred directly to the Aadhaar-linked bank account mentioned in the family identity card. In the event of death, the amount will be given to the head of the family. If the head of the family has passed away, the assistance amount will be given to the eldest member of the family (below 60 years). If there is no such member, the amount will be given to the eldest member who is close to the age of 60 years. If all the members are below the age of eighteen, the amount will be given only on becoming an adult.
Haryana Parivar Suraksha Nyas (HPSN) will be the nodal agency for this scheme and its Chief Executive Officer will be responsible for the implementation of the scheme. The assistance amount approved by the District Level Committee will be released by HPSN within six weeks. After this, the amount taken from the department, agency and on the basis of information or false claim will be recovered with 12% annual interest.
