Chandigarh, August 20 - Haryana has further strengthened its campaign against drug trafficking and drug abuse by implementing a coordinated strategy of drastic changes, widespread public awareness and strong rehabilitation mechanism and has achieved remarkable success in the year 2025.
This information was shared today in the 11th meeting of the State-Level Narco Coordination (ANCARD) Committee chaired by Chief Secretary Mr. Anurag Rastogi.
Reiterating the government's unwavering commitment to the vision of a drug-free Haryana, the Chief Secretary said that the state's three-pronged strategy not only deals a strong blow to drug trafficking but also addresses its root causes.
Additional Chief Secretary, Home Department Dr. Sumita Mishra, while describing the achievements of the enforcement, said that 2,161 FIRs were registered between January and July 2025, while the number was 2,022 during the same period last year. During this period, 3,629 accused were arrested, which is 35 percent more than in the year 2024.
Due to strong inter-state coordination, 293 inter-state arrests were registered in commercial quality cases, which dealt a severe blow to the trafficking network. At the same time, the amount of property attachment to break the financial back of drug offenders increased from Rs 23.41 lakh in the year 2024 to Rs 1.31 crore in 2025. Along with this, preventive policing also remained effective and preventive detention cases increased from 8 to 42.
He also appealed for joint raids with neighbouring districts to break the supply chain of narcotics being brought into Haryana by smugglers. He also directed the formation of a small task force at the department head level. This task force will hold regular meetings to resolve pending issues.
Dr. Sumita Mishra said that the state's equal focus on awareness and youth participation has also been effective. Haryana State Narcotics Control Bureau organized 698 drug de-addiction awareness programmes in just seven months, directly engaging more than 1.15 lakh people. Under the drug-free village/ward programme, 4270 villages were covered and about 2.8 lakh youth were connected with sports and creative activities. Apart from this, door-to-door survey teams were sent to ensure active participation of people at the ground level.
Several corrective and strategic initiatives were also reviewed in the meeting. These include implementing a centralized monitoring system for the supply chain of medicines, inspecting all de-addiction centres to ensure compliance with standards and upgrading forensic labs to provide modern equipment for the identification of synthetic drugs.
In addition, Haryana has expanded the scope of use of national databases like NATGRID and MANAS, organized training programmes for district officers and increased monitoring of closed chemical factories so that they are not illegally reactivated.
Educational institutions have also been given a prominent role in this campaign. The School Education Department has been directed to increase the participation of parents in the watchdog clubs. At the same time, the Higher Education Department is running awareness campaigns in colleges every month. This is how the message of drug de-addiction is reaching the youth continuously, effectively and with community participation.
