Through these laws, the common citizens are getting quick and easy justice. He said that it is a matter of pride for Haryana that the state has not only implemented these laws in such a short time, but has also succeeded in bringing the conviction rate to 82.6 percent after their implementation, which is a big achievement.

Chief Minister Mr. Naib Singh Saini was addressing a program organized by Union Home and Cooperation Minister Mr. Amit Shah in Kurukshetra today on the occasion of the inauguration of an exhibition of three new criminal laws.
Welcoming the Union Home Minister on the holy land of Kurukshetra, the holy land of Dharam Khetra, Chief Minister Shri Naib Singh Saini said that it is a matter of pride for Haryana that the exhibition of three new criminal laws has been inaugurated from Kurukshetra, the birthplace of Gita. This is the land where Lord Krishna preached the Srimad Bhagavad Gita, which is still guiding the entire humanity today.
Historical reforms under the leadership of Amit Shah, from the abrogation of Article 370 to the new criminal laws, the country has changed direction - Chief Minister
Shri Naib Singh Saini said that under the leadership of Union Home and Cooperation Minister Shri Amit Shah, many revolutionary decisions have been taken in the country, through which historical mistakes have been corrected. He said that by removing Article 370 and Article 35-A from Jammu and Kashmir, the dream of an integrated India from Kashmir to Kanyakumari has been realized. Apart from this, citizenship has been provided to lakhs of people who were living as refugees in their own country for years through the Citizenship Amendment Act.
Along with this, the construction of the magnificent temple of Lord Shri Ram in Ayodhya has also become possible. He said that the implementation of three new criminal laws in the country by removing three old criminal laws prevalent since the time of the British is also a historic and far-reaching decision, which has strengthened the justice system.
Shri Naib Singh Saini said that Haryana is not only a leading state in maintaining law and order, but has also become a guiding state for the entire country in the field of justice system. Haryana Police has been fully trained to effectively implement these new criminal laws. All police officers and employees have been made fully aware and competent about these new laws. The investigating officer is now fully capable of understanding these laws and putting them into practice.
New element of judicial reforms in Haryana, 2,145 video conferencing rooms established
He said that modern technology has been effectively used in the implementation of these laws in the state of Haryana. E-evidence and e-summons app have been successfully implemented. Proper use of technology has also been ensured in the process of giving testimony. A total of 2,145 video conferencing rooms have been established in police stations, forensic labs, court rooms, jails and banks.
From January 1, 2025 to August 31, 2025, the recording of forensic examination of crime scenes in 96.71% of cases has been done through the e-Evidence app. Also, the system of examination, analysis and report preparation of physical evidence related to criminal cases has been strengthened and the FSL Labs have been modernized at a cost of Rs. 19.54 crore.
He said that now there is no need to visit police stations to register an FIR. An FIR can be registered online. All zero FIRs are being converted into regular FIRs within 24 hours. The Chief Minister assured that the Haryana government will implement the reforms proposed by the Central Government with full readiness.
On this occasion, Additional Chief Secretary of the Home Department Dr. Sumita Mishra, while sharing detailed information regarding the implementation of the three new criminal laws, said that several concrete steps have been taken at the state level towards strengthening administrative preparedness, training of officers and technical infrastructure before the implementation of the new laws. She said that this change will not only make the legal system more effective but also the trust of the common citizens in the judicial system will be stronger.
On this occasion, Energy Minister Anil Vij, Development and Panchayat Minister Krishan Lal Panwar, Education Minister Mahipal Dhanda, Cooperation Minister Dr. Arvind Sharma, Agriculture and Farmers Welfare Minister Shyam Singh Rana, Public Works Minister Ranbir Gangwa, Services Minister Krishan Bedi, Health Minister Aarti Singh Rao, Minister of State for Sports Gaurav Gautam, MPs Naveen Jindal and Kartikeya Sharma, Chief Principal Secretary to the Chief Minister Rajesh Khullar and many other dignitaries were present.
