Chandigarh, June 15 - Haryana Development and Panchayat Minister Mr. Krishan Lal Panwar said that the state government has taken a revolutionary step towards making the panchayats financially empowered and self-reliant by transferring one percent of the total income received from stamp duty to the Panchayat Raj institutions.
This decision will make the Gram Panchayat, Panchayat Samiti and Zila Parishad financially strong in view of the state's panchayat system and give them more independence in conducting development works at their own level.
He said that under the leadership of Chief Minister Mr. Naib Singh Saini, the state government is working on a concrete strategy to realize the dream of rural India. He said that out of this stamp duty, 0.5 percent has been transferred to the Gram Panchayat, 0.25 percent to the Panchayat Samiti and 0.25 percent to the District Council.
Out of these, Rs. 288.16 crore has been provided to 5388 Gram Panchayats of the state, Rs. 144.08 crore to 142 Panchayat Samiti and Rs. 140.18 crore to 22 District Councilors.
Panchayats will get more power in development works-
The Panchayat Minister said that this will give more freedom and speed to the Panchayat Raj institutions in planning development works, implementing them and using resources according to priority.
He also said that even before this, the government had provided the facility of fund transfer to the Panchayats by forming inter-district councils, due to which they could independently run the works of various departments.
Empowered Panchayats are the foundation of a prosperous Haryana - Shri Panwar said that this scheme is part of the vision of Prime Minister Shri Narendra Modi, in which it has been talked about making village Panchayats a strong pillar of the government.
He said that recently on the occasion of National Panchayati Raj Day, development projects worth Rs. 368 crore were given to the Panchayats of the state. Our goal is clear - every Panchayat should be empowered, every village should be developed and Haryana should touch new heights of prosperity.
