District Election Officer Komal Mittal said that an application can be made to the district level MCMC for approval three days before the advertisement is telecast and the MCMC will issue the certificate within 48 hours. He said that apart from bulk SMS, voice message, it is necessary for the candidate to get pre-certificate for radio and cinema hall. He said that district level MCMC is also keeping an eye on social media. He said that according to the instructions of the Election Commission of India, prior approval should be obtained from the District Level Media Certification and Media Monitoring Committee (MCMC) to publish any political advertisement in the print media on the day of the polls and one day before the polls.
