Chandigarh, September 19 - Haryana Chief Minister Mr. Naib Singh Saini today directed senior police officers across the state to intensify public relations efforts and ensure prompt redressal of citizen grievances.
The Chief Minister said that the foundation of effective law changes rests on public trust. He said that from the Commissioner to the DSP, every police officer should be deeply connected to the concerns of the citizens. He said that greater interaction with the villagers, youth and local communities will help in tackling issues like drug abuse and criminal activities.
Highlighting the importance of community presence, the Chief Minister said that maintaining an open dialogue with the residents and actively listening to their problems is the main responsibility of the police personnel. He appealed for adoption of citizen-friendly policing model, where prompt complaint redressal becomes the backbone of law reform work in the state.
To ensure effective implementation, Additional Chief Secretary, Home Department, Dr. Sumita Mishra has issued detailed instructions to all senior police officers including Commissioners of Police, Inspector Generals, DCPs, Superintendents of Police and Assistant Commissioners/Deputy Superintendents of Police.
In the instructions, she has directed the officers to visit the area regularly along with mandatory night stay in villages to strengthen their engagement with the local communities. Besides, any complaint related to other government departments should be immediately forwarded to the Deputy Commissioners or concerned officers for prompt redressal. The officers will also have to submit detailed night rest report through Haryana Human Resource Management System (aHRMS) application as per the established standard operating procedures.
To formalize citizen-police interaction, all officers will have to fix fixed office hours for public meetings. They will have to be available in their offices from 11 am to 12 pm and 3 pm to 4 pm on working days to hear complaints and resolve them in a transparent manner. He said that the monitoring mechanism has also been strengthened. Officers will submit bi-weekly compliance reports to the Home Department. This initiative reflects Haryana's commitment to making the police system more responsive and community-oriented, which prioritizes citizen welfare, strengthens accountability, and enhances public trust through direct participation.
