Chandigarh, August 1 - The Haryana Cabinet, in its meeting held here today under the chairmanship of Chief Minister Shri Naib Singh Saini, approved major amendments in the Haryana Women and Child Development Department, Group B Service Rules, 1997, to bring them in line with the current administrative and recruitment requirements. These amendments include changes in the nomenclature of posts, allowances, educational qualifications and inclusion of newly created posts in the service rules of the department.
As per earlier government notifications, the official name of the posts of Child Development Project Officer (Women) and Programme Officer (Women) has been changed to Women and Child Development Project Officer (Women) and District Programme Officer (Women) respectively. Necessary amendments have been made in the rules of the department to reflect this.
Further, Rule 14 of the Department’s Service Rules, 1997 has been replaced by the Haryana Civil Services (Punishment and Appeal) Rules, 1987, as amended by the 2016 Rules.
Newly created posts including District Programme Officer and Superintendent for Charkhi Dadri District, and Manager of Panjiri Plot, Paploha (Pinjore) have also been included in the Service Rules. In addition, the honorariums in the existing rules have been updated as per the recommendations of the Seventh Pay Commission.
With a view to making the recruitment process more streamlined, the provision of two separate educational qualifications with 50% quota under the post of Women and Child Development Project Officer (Women) has been removed following objections from the Haryana Public Service Commission (HPSC).
Thus, the requirement of passing UGG-NET for direct recruitment to the post of Deputy Director has also been done away with. This decision has been taken in line with the recommendation of HPSC to revise the eligibility criteria. In addition, a provision has been added to make the study of Hindi or Sanskrit a mandatory subject at the matriculation or higher education level for all the posts.
