
Prohibition on construction of memorial gates without permission Prohibition on digging or deepening of borewells without permission
Nawanshahr - District Magistrate Shaheed Bhagat Singh Nagar Rajesh Dhiman in the light of the order passed by the Supreme Court of the country in a writ petition (Civil No. 36/2009) dated 11.02.2010, in the light of the guidelines issued by the Ministry, in view of the danger of people and children falling into these borewells due to digging of raw wells and tubewells in urban and rural areas by the Water Resources Department, Government of India, has banned digging or deepening borewells in the district without permission.
Nawanshahr - District Magistrate Shaheed Bhagat Singh Nagar Rajesh Dhiman in the light of the order passed by the Supreme Court of the country in a writ petition (Civil No. 36/2009) dated 11.02.2010, in the light of the guidelines issued by the Ministry, in view of the danger of people and children falling into these borewells due to digging of raw wells and tubewells in urban and rural areas by the Water Resources Department, Government of India, has banned digging or deepening borewells in the district without permission. For this, conditional approval from the competent authority has been made mandatory.
According to the order issued by the District Magistrate under Section 163 of the Indian Civil Protection Code, 2023, it will be necessary for the land owner to inform the concerned District Collector, concerned Gram Panchayat, Municipal Council, Public Health Department, Land Defense Department (Ground Water) 15 days in advance before digging a borewell, along with this, there must be a signboard near the concerned boring site with the name and registration number of the drilling agency doing the borewell and the full name and address of the land owner. It will be mandatory to fence around the borewell and close it with a steel plate cover with nut bolts. A cement/concrete platform 0.30 m below ground level and 0.30 m high will be constructed around the borewell.
Apart from this, if there is any empty space after digging or repairing a well/borewell, it should be filled with soil and the ground should be leveled after the work is completed. Under no circumstances should a well or borewell be left empty. No person will take written approval from the Water Supply and Sanitation Department to dig or repair a well/borewell and will not work without their supervision. Sarpanch and officers of the Agriculture Department in rural areas and Junior Engineers and Executive Engineers of Public Health Department, Ground Water Department, Municipal Councils in urban areas will also prepare regular reports in this regard in their respective jurisdiction and send it to the Additional Deputy Commissioner (Development) every month. These prohibitory orders will remain in force till 30 November 2024.
