Shri Kaka Ram Verma, Disaster Management, Civil Defense, First Aid, Fire Safety Trainer of the Government of India and retired Training Supervisor of the Indian Red Cross, has sent a letter to the Chief Minister of Punjab, Health Minister Dr. Balbir Singh, Deputy Commissioner and District Education Officer Secondary Patiala requesting that unless police personnel, NSS volunteers, NCC cadets are trained in disaster management, civil defense, first aid, fire safety, it is difficult to save any injured or heart attack, cardiac arrest, fainting, shock during disasters and emergencies.

Because 80% of the deaths of victims occur due to not getting proper first aid, CPR, recovery position on the spot. Kaka Ram Verma expressed grief and said that every year lakhs of healthy and well-being people, children and youth are dying due to accidents, heart attacks, cardiac arrest, fainting, shock, low blood pressure at home or institutions.
He said that Punjab Police personnel are sent by the administration to help the victims during emergencies, but 90% of the employees, NSS volunteers, NCC cadets and youth are not trained on how to rescue victims from water, debris, gases, smoke. There is no training on first aid, CPR during fainting, heart attacks, cardiac arrest.
That is why Army and NDRF personnel are called to save lives during emergencies because they are continuously trained and practiced. While the governments have crores of rupees for disaster management and training. The sudden death of someone is extremely painful because the families of the deceased are devastated.
For the past 45 years, and even after retiring from the Red Cross, for the past 13 years, due to their humanitarian efforts, students, teachers, police factory employees, NSS volunteers, NCC cadets have been given training on disaster management, civil defense, first aid, CPR, fire safety, use of cylinders.
By organizing competitions for students, their self-confidence and courage are being boosted. The dedicated brothers group is honoring the helpful angels who save precious lives every month. But without the support of the administration and district education officers, life-saving trainings cannot reach maximum youth.
Kaka Ram Verma said that it is necessary to form 10 types of teams of students, teachers, citizens and employees under the Disaster Management, Civil Defense Mission and train them to act as helping angels to the victims in villages, towns, neighborhoods, institutions etc. and encourage them to save precious lives. The sudden death of someone causes eternal pain for his family.
