Mohali:- Earlier, we used to hear news of stray dogs injuring or killing and eating small animals or domestic animals occasionally, but these days, barbaric incidents of stray dogs are making headlines in newspapers everyday. Every day, we get to read and hear heart-rending news of stray dogs brutally tearing and even killing and then eating young students, women and even young men in some area or the other.
The dogs that used to sit on the sides of the roads and camp on the bones and leftover parts of dead animals, now attack any passerby passing by in the absence of the dead animal and such behavior becomes even more serious and scary on roads with less traffic. At various places, dozens of stray dogs keep roaming here and there in search of prey, due to which people are scared and looking for some support.
Laws and rules have been made from time to time to avoid any kind of danger from these animals. This problem is increasing day by day in Sector 91 of Mohali, because in this sector, apart from the residential area, a large number of stray dogs roam around in the streets from Gurudwara Sahib, market, school, playground etc., due to which living has become a challenge for the people living in these sectors.
Dog lovers maintain closeness among themselves and if someone plans to remove these stray dogs or send them somewhere else, then these dog lovers complain about these residents to the police and other organizations, because these people serve food to the dogs at various places.
Due to which the dogs have become so lazy that they try to find food not only outside the school, outside the Gurudwara Sahib, outside the market or societies, but also inside. If they do not get food, they even go to bite the residents. The people here told that it has become difficult for us to get out of our homes.
If you want to take your children out somewhere, you have to go with them. In this sector, a large number of dogs are seen roaming around near Gurudwara Sahib and near the school, to whom dog lovers serve food in the morning and evening and if someone stops them from doing so, they argue with them, due to which sometimes there is a tussle between people. Apart from this, people feed a large number of dogs near Regency Heights and Jubilee of this sector.
Along with this, people openly throw food to dogs at Sham Super Store, Wembley Heights, Savitri Towers and other places and go away. This spreads dirt and can also spread disease. People said that our condition here has become so bad that we cannot even go for a walk, because dogs chase us in a pack and cause harm.
People said that this is a J.L.P.L. sector and the current MLA Kulwant Singh is also the owner of this sector. They appealed to the government and administration to get rid of these dogs so that we can live our lives comfortably. People said that there are rules in the law of our country to stop the increase in the population of stray animals and even to kill some dangerous animals for the greater interest of the society.
Earlier, the Panchayats used to kill stray dogs at their own level in some way or the other and the sanitary inspectors of the city councils and corporations of the cities used to kill stray dogs by putting medicine in a cauldron, but after the amendment in the rules due to protest by some animal loving organizations in the country, other ways were found to stop the increase in the population of stray animals instead of killing them. The Animal Husbandry Department also used to do tubectomy and sterilization of the stray animals caught and brought to them by the Panchayats and City Councils.
But now this is not happening because this work is already of the Panchayats and City Councils and their department can take action only on the animals caught and brought to them as per the new policy of the government 'Animal Birth Control'.
