Revenue Lok Adalats to be set up in all districts for resolution of land disputes Chief Minister
Chandigarh, May 15:- Revenue Lok Adalats will be set up in Haryana for the prompt resolution of land-related disputes, through which the Deputy Commissioner, SDM and Tehsildar will resolve the disputes with mutual consent between the disputing parties in a time-bound manner.
These instructions were given by Chief Minister Mr. Naib Singh Saini while reviewing the 5-year implementation roadmap and action plan prepared by the Revenue and Disaster Management Department under 'Developed India-2047'.
In the meeting, Additional Chief Secretary and FCR of the Revenue and Disaster Management Department Dr. Sumita Mishra said that for the speedy resolution of revenue-related disputes, the department will implement a digital court case management system so that disputes can be resolved on priority basis. On this, the Chief Minister directed that for the speedy resolution of land disputes, Revenue Lok Adalats should be set up on the lines of National Lok Adalat, in which the concerned officers should get the decision made with mutual consent of both the parties. For this, the people should be informed and made aware through Patwaris in all the districts and the officers should work by setting targets so that the common people can get relief.
The Chief Minister said that new online services should be started in the Revenue Department, moving away from the traditional methods, so that the common people can get all the government services in a transparent and simple manner. He said that laptops and tablets should be purchased for all the newly appointed Patwaris and high-speed internet services should be made available. A state-level training center should also be opened to make Patwaris experts in new technology.
Mr. Naib Singh Saini said that all stamps in the state should be sold through e-stamps and work should be done towards making it 'block-chain' based. He said that the facility of 'faceless registration' should be started for those persons who live in other states or abroad and cannot be present for the registry in person.
When the Chief Minister asked about paperless registration, the officials said that 4 lakh registrations have been done so far and no application older than 15 days is pending in any tehsil of the state. The officials said that an updated data center is being set up for data storage. The Chief Minister also gave instructions to link the revenue records of urban properties with the property ID.
The revenue officials said that 100 percent digitization of land records and their geo-tagging is being done in the state in collaboration with the Agriculture Department. Under this, a unique number of all land parcels is being generated. The Chief Minister directed that the government lands of all departments should also be updated on the portal.
During the review of disaster management, the Chief Minister was told that there is a proposal to create a separate department for disaster and fire fighting and emergency services. Officials said that at present the 'Aapada Mitra' scheme is running in 8 districts. It will be expanded to all 23 districts. For this, special training will also be given to the Aapada Mitras.
Director General of the Fire Brigade Department, Shri Shekhar Vidyarthi said that AI-based integrated command and control centers will be established in all the districts of the state on the lines of foreign countries. The possibilities of using robots in fire fighting operations are also being explored. The Chief Minister said that while strengthening the infrastructure of the Fire Brigade Department, it should be modernized and the latest equipment should also be purchased. The Chief Minister also directed to prepare an action plan for reducing the risk of the personnel engaged in fire fighting operations and for their welfare.
On this occasion, Chief Principal Secretary to the Chief Minister, Shri Rajesh Khullar, Additional Chief Secretary, Revenue and Disaster Management Department, Dr. Sumita Mishra, Principal Secretary to the Chief Minister Shri Arun Gupta, OSD to the Chief Minister and Director General of Swaran Jayanti Haryana Institute of Financial Management Dr. Raj Nehru, Deputy Principal Secretary to the Chief Minister Shri Yashpal Yadav and other officials were also present.
